Eligibility Criteria

Fee Subsidy
Subsidy assistance is for parents, foster parents, or legal guardians of children who are between the ages of 0 - 12 years.  Eligibility is based on the family's income as outlined on their current Notice of Assessment or their current Child Tax Benefit Form. 

Parents must be working or going to school, or the child must be referred due to special needs (special needs children may be eligible for services and/or subsidies until age 18).

A referral may also be accepted on behalf of the caregiver if for some reason the caregiver is not able to provide appropriate care for their child.

Subsidy is only available in Ministry licensed, regulated child care programs throughout the district, as well as Private Home Child Care Services that have an agreement with The District of Thunder Bay Social Services Administration Board (TBDSSAB).  Program Locations

Child Care Parental Contribution Calculations

To determine your parental contribution using the income test, take the total adjusted income for your family from line 236 on your most current federal Notice of Assessment(s) (NOA) or the family income listed on the Canada Child Tax Benefit Form (CCTB). If you have lost or misplaced your NOA, please contact Canada Revenue Agency at 1-800-959-8281 to obtain a copy. If your family is in receipt of the Universal Child Care Benefit (UCCB), the amount received for that same tax year should be deducted from the Notice of Assessment amount prior to applying the formula below.

Example: At a sample daily rate of $42/day for a toddler 5 days/week (21.75 average days/mth)
the monthly cost is $913.50 (42 x 21.75).

Mthly subsidy is $650.93 (mthly cost of care $913.50 minus mthly parental contribution $262.57)

The calculation is the same regardless of the number of children using care or the number of hours of care required in the month.  If the actual cost of child care exceeds the parental contribution amount, then the family is eligible for fee subsidy. Only Day Nurseries, private-home day care agencies, resource centres, and agencies that provide staff, equipment, supplies or services in accordance with subsection 66.1(2) of O. Regulation 262, as amended, of the Day Nurseries Act are eligible for the grant.

Referrals for children with special needs may be accepted from:
